He never participates in any family functions, barely spends time with their adopted daughter or her goes out after dinner and returns late 6 out of 7 days. sleeps in his own bedroom "because she snores" She has received a phone call informing her of his cheating but he talks his way out of it. Now after a talk with her I had him tracked and caught him with pictures and dates and times of his infidelity. Now she will not speak to me or anyone in the family. Blaming me for her unhappiness. what is wrong with her?

Not knowing your daughter, and based only on what you have shared, my first response is shame, embarrassment, the reality of facing what she may have been suspecting all along.
She is hurting and could be lashing out at you and family members instead of him.
Give her time and unconditional love. Knowing how much you love her and that you are there for here is a precious gift that only a mother can give.
