The only information I have found concerning HER2/NEU positive with with invasive breast cancer. My oncologist says it is a higher risk but apparently there haven few or no studies done with non invasive breast cancer. Is there any information on this? Thank you.

Information at MayoClinic.com: HER2-positive breast cancer is more aggressive than other types of breast cancer. This type of cancer is less responsive to hormone treatment however, treatments that specifically target HER2 positive breast cancer are effective.

Reading through the article, it appears that for a tumor to be defined as HER2/ NEU positive, 30% or more of the cells are 3+. It is apparent that this specialized test will only pick up breast cancers that are invasive or advanced.
I don't think there are any studies re: HER2/NEU positive findings for non-invasive breast cancer because the test is not designed to detect that type of breast cancer.

The FISH test for Her2/neu can be done on DCIS. Google DCIS and her2/neu, you will find lots of information. I had this condition and got a vaccine at the University of Pennsylvania. DCIS that is her2/neu + is much more (6times more) likely to develop into invasive breast cancer. Before they knew a lot about this, they did not test DCIS, now it is considered standard practice.
