I have both dysemenorrhea and endometriosis and yes it is extremely painful and at this moment I am currently taking Clomid (Fertility Treatment) to help me concieve a baby. So far I have had no luck and I am on my 4th cycle of 100mg. Go to see your doctor if you are experiencing abnormal cycles and heavy,painful cycles.

The answer to your question really lies within the reason for the dysmenorrhea. In Primary dysmenorrhea, caused by elevated prostaglandin levels, there is usually no link to infertility.
However, secondary dysmenorrhea can be caused by endometriosis, pelvic inflammatory disease, fibroids, ovarian cysts, etc. If the dysmenorrhea is caused by endometriosis then the answer to your question is Yes, there can be infertility issues. It's important to keep in mind though that the dysmenorrhea is actually a result of the endometriosis and not the cause for it. So, in reality, what may be causing the infertility is the Endometriosis itself and not the dysmenorrhea. If you suffer from painful periods and have been diagnosed with dysmenorrhea, ask your doctor what the possible reason could be and there could lie the answer to your question.
