I just had rotator cuff surgery about 3,months ago and I still have ALOT of pain and my blood pressure has sky rocketed.. My blood pressure today at the doctor's office was 166/104

Rotator cuff surgery can take a long time to heal - 6 months or beyond. Are you going through a physical therapy program? This can help a lot.
Your blood pressure is indeed very high. BP can be raised due to being in a lot of pain - people in post-surgical pain can find their blood pressure spikes.
What has your doctor said to you about a possible connection (assuming there is one)? Or - if no connection - have you had any history of high BP or a family history?
