Dandruff is seborrheic dermatitis of the scalp. Some people have it occasionally, others to the point that their clothes are covered in flakes. It can be a very irritating and embarrassing condition.
You have not said what treatments you have tried or if you have seen a dermatologist.
Regarding yeast - yes, this may be an overgrowth of yeast. Many years ago, I had a chronically itchy forehead with little bumps overneath. They covered my whole forehead up to my hairline. I eventually saw a good dermatologist who told me that the scalp is a part of our largest organ - the skin - and that yeast infections can occur there. He felt my issue was yeast from my scalp that was coming down on to my forehead. He was right. I was put on medication for 14 days and it cleared up beautifully.
My advice is to see a dermatologist for a full exam. Please give us an update when you can.
