So me and my boyfriend had protective sex, then about an 1 hour later he was rubbing me down their with his penis. We had both peed at this point but I would assume there is a risk... should i get plan b?

I'm not quite sure what you mean by your boyfriend was "rubbing" you down. Were your genitals touching? If so and there was sperm deposited then there is some risk but since he urinated since, there would be no pre-ejaculate.
We can't guarantee anything but it seems the risk is little to none.
