From what he has said, your fiance may not be ready for marriage but this is something he needs to work on before he ever gets married to you. He needs to make sure he is choosing you because he wants you and you only, rather than a way to get over his last relationship.
We cannot speak for him as to whether he is over his ex or not. But I do think you need to have a serious discussion with him about this and that counseling for him is seriously considered. After that, I think pre-marital counseling is crucial for both of you as a couple. It is not your job to "fix" him. That is not a burden you should take on. Make sure you know he is ready to start a new life with you - and only you - before you even consider marriage.
