I hope you will find a way to take the dog to a veterinarian as he is surely suffering based on these symptoms. Explain your financial situation to the vet. They might be willing to offer services at a lower cost. Pets need care, just as we do, including yearly well-visits and in situations like this where they are ill. Also, your local shelter might be able to help the dog and/or find him a new home if need be - if your family is not able to care for him financially long term.
