Blood in human stool can indicate anything from hemorrhoids (doesn't sound like the case with your dog since he is also vomiting) but he may have eaten something he should not have. Blood in the stool of humans can also indicate a digestive issue or something going on in the colon like polyps. This could be the same with your dog. Please contact a veterinary office - the sooner your dog gets an evaluation, the better.
