You didn't have sex, so there is no pregnancy risk. Ejaculate (containing sperm) may wet clothing but cannot penetrate it to impregnate.
For all intents and purposes, there is a risk of pregnancy when a woman has unprotected sexual intercourse with ejaculation that enters the vagina.
