German measles, or 'tigdas hangin' as it's more commonly known in the Philippines, is a contagious viral disease that can cause rashes, as well as a mild fever. I have no information about using vinegar for a measles rash. As far as clothing goes, I'd suggest wearing loose-fitting clothing, for comfort. One cup of baking soda can be added to a warm bath and the affected areas can be soaked in it. This might help with itching. Speak with your doctor.
