Hello and thank you for using EmpowHer,
I'm so glad you asked these questions before using Clobestasol Propianate .05! DO NOT use this medication as a topical cream! It is a very strong and potent cream which will cause more problems if you use it.
From what you said, I think that you have irritation due to using Neosporin, and not from Psoriasis.
I believe that you can cure this rash with a few home remedies which I have listed below:
-use cold compresses for itching or burning
-do not use soaps, unless it is baby soap such as Johnson&Johnson
-wear loose fighting underwear and pants to avoid friction that can irritate the area more
-keep the area as clean as possible

If you do all these things for a week without seeing improvement, then perhaps you do need medication. However, I strongly suggest that you research whatever medication doctors proscribe before using it!
