You are not at risk of contracting or spreading an STI or STD while dry humping, or simulating sex with your clothes on.
Intercourse involves penetration. If you have dry sex that involves intercourse, or dry intercourse, you are at an increased risk of contracting or spreading an STI or STD. Dry sex and dry intercourse can increase friction during sex and result in tearing of the vaginal tissue and torn condoms.
