Since this happened three weeks before your period was due to start, it might have been too early for ovulation. That would be good, because without a released egg, there was nothing to fertilize and lead to pregnancy.
Now, if some semen did come in contact with your outer genitalia, there was a chance that sperm could have traveled into your body.
A drop of ejaculate is about 1/3 ml. So 1/3 of 20 million is about 6.5 million sperm. That's certainly enough to do the job!
If your period is late by more than seven days, you should test for pregnancy. I really think the chance of pregnancy is very low.
