If he does not ejaculate on or near your vagina, then it would be very rare for a pregnancy to occur.
However, I don't feel comfortable saying with 100% certainty that you could not become pregnant in this way, as there are differences between the textbook answer, the "theoretical" answer, and the behaviors that actually happen when two people are intimate.
When two people "fool around" then the guy could accidentally or prematurely ejaculate, or he could have "pre-cum" (pre-ejaculatory fluid that is present on the penis when it becomes erect, and may/may not contain sperm), or any number of possible "what if" scenarios that occur in the heat of the moment. What may seem like a second that he "only inserted the tip" or "just brushed his penis by my clitoris" or "just touched the tip of his penis to the outside of my vagina" in actuality may haven been longer than "just a second", or there may have been more penetration than is realized. It is really difficult, in the actual moment and sexual act, to have the penis only touch around the vagina and not get in or near it and be totally 100% "dry".
With all that said, the textbook answer is: without penetration and without ejaculation, it would be almost impossible to become pregnant if we are really, truly only talking about genital-to-genital rubbing.
