As a nurse, I'm surprised you aren't aware of how some people need warmer temperatures, esp. if they are very thin or ill. If I lived in the temperature you suggest, I would be ill. I know b/c I have tried it. I canNOT sleep in the cold; I just shiver. If I'm lucky enough to sleep at that temp. I wake not feeling rested.
As for clothes, I prefer not to have to wear a coat in my own home or to walk around with a blanket wrapped around me. Comfort and health should trump conservation. We can all probably handle dropping a couple degrees to conserve energy if we really need to, but the blanket statement you made is not accurate for everyone (even though it may be true for a large number of people).
