Who's to say whether or not there are ghosts, but there are certainly enough stories circulating over centuries to cause us to wonder.
Like Anne's story, there was a house in the town where I went to high school that was said to be haunted. A locally prominent family lived there and they said they had some odd experiences such as hearing footsteps or seeing things move. It, too, was a Victorian era house.
Maybe there's something about the way Victorian era houses were built that lends them to odd events.
I'm not so convinced about the existence of ghosts, but I do believe in déjà vu.
